On His side of the equation, God has poured Himself into relationship with those who claim themselves as "fully devoted followers of Christ." He's done this with the blood of His son, along with His love, care, forgiveness, grace, provision, answered prayers and so on. It only makes sense that on our end, we should be truly fully devoted to Him. When we are not, God is hurt. We must find out what is keeping us from becoming what we claim to be. That means finding our weaknesses and working to eliminate them. In this process, we can indeed, become devoted.
